Looks like it -- spec wise, that is. There's a lot less bezel, and it's actually on the latest Android version.

This is not the smaller high-end device the nerds have been hoping for, but looks like a solid improvement to s3 mini. Its an interesting product, and surpricing we see it so soon.

I know they want to capitalize on S4 brand, but they now have S2+ and S4 mini with about the same performance on paper. Probably they want to sell using both names or what??

The S4 mini should have been a full blown S4 except smaller and at least a 720p screen. The S3 mini is a travesty.

There's got to be a big enough market for a smaller device... Why isn't anybody really going after it with top tier phones? I just don't get it.

So I assume this is not a krait/qualcomm processor since I do not believe there are any kraits dual cores that are 1.6 ghz. There are 1.4, 1.5, and 1.7 according to wikipedia (snapdragon 400 series and snapdragon 4 series.)

Screen sizes keep growing every generation and the Notes are a hit. The visual cue that bigger is better seems solid for some folks.

I know a few older family members that finally got on the smartphone bandwagon now that screens are huge.

I can not add much, as it seems i agree on all your posts :), but just add the fact that IP5 sell like hot cakes outselling Samsung q4 2012. Perhaps Samsung asumes its only because of brand?,- but i think there is a huge market for a way smaller phone. They just havnt pushed for it. They take their usual focus groups, copy whatever success they can, but that makes them blind for new opportunities. They have to grow up here. They cant continue doing business that way, half of China is catching up.

As they have superior productiontech imagine what this full blown S4 mini could have been? If they have scalled down on the cpu to a highly power efficient quad core A7, and slimmed GPU down acordingly, and fitted the 720 of similar S4 quality, they could have had a 4 inch under 100g, perhaps even getting under 90g. That would create and entire new segment.

Smaller phone = smaller battery, and less space to dissipate heat. It is only natural that smaller phones will have lesser specs, same with laptops, etc.

The big thing (unmentioned) was RAM. As long as it still has 2gb then imho it is still a high-end phone. The lower ppi is disappointing too, but again maybe that is due to power concerns...

These things sell for like half the price of the non-mini, so I'm not sure why people expect high-end anything.

The RAZR M HD or whatever it's called may be the phone some of you want... but given that MS has settled on big flagship devices too, I think the huge demand some are projecting just isn't there.

The iPhone 4s is a small phone compared to the monster Android phones out there. Yet, when it came out it was the fastest phone, and is still fast today. Hell even the iPhone 5's small next to the GS3/Note 2 and it has amazing battery life and top specs. There's no excuse for an iPhone 4s being packed with awesome horsepower yet a S3 Mini has to be gimped.

Agreed. People are nuts if they think Samsung should go after the small, high specced phone market before making a cheaper device. Samsung are big enough now to sell on their brand image, like Apple. Making a cheaper version of their new, super hyped phone is a no brainer.

800Mhz dual core Cortex A9 and 512MB ram is awesome horsepower what? Phones like the Galaxy S2 are 50% more powerful than the 4S and came out before it. 4S wasn't powerful on release compared to anything but the previous iPhone.

I bought an iphone 5 simply because it was the fastest 4" device... Size was the key to my purchase decision. Had there been a 4" variant running Android, my decision wouldn't have been as easy.

I recall the 4s running at 1ghz.

iOS and WP7 both showed you don't need quad cores and 128 terrabytes of memory to be powerful. Android requires more power to do anything. If you think the 4s wasn't powerful I don't know what to tell you. And graphically it blew every other phone away. Let someone who doesn't know anything about either phone use both, which do you think they'd say was faster?

It's not all about specs, it's about performance. And both my Lumia 900 and iPhone 4s were top notch when it came to that, which is really all I care about. All the specs in the world without performance is just meaningless bragging rights. You speak about 50% more powerful but when it doesn't run as well who the hell cares?

That is another, unrelated conversation. We're talking about hardware specs here, not software optimizations. Hardware-wise, the iPhone is not particularly impressive. I do agree it is probably the "highest-end" small phone, but I'd say more of that is the brand name rather than the specs.
