It gets more complex than that. There's a flat per-manufacturer fee, but there's also a per-board fee, but only for SLI. So if you buy any board from a manufacturer that supports SLI, then you're effectively paying for part of their SLI license - this includes PhysX Ready boards, which don't have a per-board fee but require that the manufacturer be an SLI licensee.
