S-video TV out thingy

I'm not quite sure how to get this to work, i want to connect my monitor to my TV, but i can't get it working. I've tried many different things, but i can only get it so it shows my wallpaper, in color, but there's no mouse, icons, or start menu. I'm can't figure out what i'm doing wrong, and probably no one else can =p. Could someone explain how i do it? I'm using XP. If you could link me up to a guide of some sort i would appreciate that as well, thanks.
 
I am guessing that the secondary display is configured as an extension of the Windows desktop. See if the mouse pointer can be moved horizontally off the edge of the primary monitor onto the secondary TV. Otherwise, if the secondary is configured as a clone where the primary is a higher resolution than 1024x768, then the secondary may not show the taskbar etc until scrolled around with the mouse.

So first, decide whether you want to clone or extend the monitor to the TV and go from there. If you just want to watch movies then set it for clone and then enable Theater Mode from the Overlay tab. Check out the Help button on the ATI Displays tab.
