S-Video style end plugs into the s-video/composite out port on your laptop. Plug a yellow composite cable into the output of that cable and plug it into a video input on your laptop.

Yeah, its just a 75-ohm RCA connector (used for composite video and also coaxial digital audio). The latter typically uses orange, which is probably why you're confused (same connector, they just made it a different color to differentiate).

Doesn't your laptop have an S-Video out? Most seem to have that (labeled maybe TV-out) along with VGA/DVI/HMDI port.

What laptop do you have? If it came with the laptop I would assume you have a place to plug it in.

And the documentation doesn't mention this little wire. It was just in the box. My laptop doesn't have s-video. Only has VGA/HDMI.

It's so you can use a regular RCA video cable to hook up your laptop to a video device with only S-video input jacks. I suppose such a device exists, but I have never seen a monitor or TV with S-video and no RCA.

Maybe they put it in by mistake then. If it only has VGA and HDMI, you can probably get some kind of VGA to composite converter. Take a look at what's available through monoprice.

Looking at reviews of that laptop it seems no one else got the S-video to composite converter cable, so maybe they put it in yours by mistake. Also it seems your laptop only has VGA / HDMI out and no version with S-Video.

It's just an extra cable bundled with that laptop. It does nothing with that laptop. It can be tossed.

S-video has two separate cables (i think twisted pair, been too long to remember) for color and black/white information. That cable just combines the two into a composite video signal for the rare occasion where you don't have an s-video input on the display you're using.
