S-Video output comes up B&W

Hi, i'm trying to hook up my TV through the S-Video output of my X1950Pro and while i do see a picture, it's black and white. i've tried chaging various parameters in CCC and i still don't see any color.
i'm using Cat 8.12 drivers on XP Pro SP3 after a fresh install so no old drivers there.
my cable goes from the S-Video output to RCA and then RCA to SCART cable since this is the only connector my TV has apart from COAX cable.
i've also tried 3 different SCART cables and they all gave the same result so it isn't the cable's fault (missing pin or something).

the way i see it there are 2 possibilities:
1) either my card (GeCube 1950Pro 256MB PCI-E no O/C) is faulty or i didnt configure CCC properly or...
2)my slightly old TV (not an LCD) is to blame. although in the past, a DTV converter was connected through the SCART and it worked fine.

any suggestions what i should do next?

S-Video to RCA? Are you sure that cable isn't simply passing only the luma information, and not mixing the luma and chroma? That would give you the B&W picture.
