That's rather odd. Have you upgraded/changed your HD recently?
Normally, when things start to go bad, "cooked" attributes decrease, not increase.
Plus, a value shown of 100, or 200, depending on drive mfg, is usually nominal, and indicates that nothing is wrong.
However, if the "Seek error rate" has noticably decreased, then the drive may be failing, possibly due to head damage. I would make sure that it is backed-up ASAP, just to be safe.
Hmm, I just checked my two WD drives, and their nominal/default values are actually different!
The cooked SMART value for "Seek Error Rate" on my WD 160GB JB (DUAx firmware) drive is 100, yet on my WD 80GB JB (ETAx firmware) drive is 200. Strange. Threshhold is 51 for both.
The nominal cooked SMART values for most attributes on my Maxtor 250GB DM+9 drive are either 253 or 255, BTW.
But in all cases, a *decrease* is supposed to be indicative of a problem. An increase really isn't supposed to happen during normal power-on operation, although a drive hard-reset/power-cycle can cause some of the reported values to start back at their default/nominal values.
My guess is, if you have recently changed out your HD for another, then this is not really an error, and can be ignored. It could also be a bug in the software. If one of the numbers shown was something other than 100 or 200, both of which are "nominal" values, then I would start to get concerned. But I think this time, it's a false alarm. Don't forget to make proper backups regardless, though. They can only help.
