Question Ryzen undervolting for 1st/2nd gen

Is this article still fairly current for the info about undervolting? The lists the techniques (PPT, TDP, vcore offset) in order of preference.
A related question is which utility (BIOS, Ryzen master, HWinfo) gives the right vcore/dimm voltage? The dimm voltage says 1.352 in the bios, 1.344 in Hwinfo, vddio 1.34 in Ryzen master. I put a small -ve offset in the bios settings because the bios ram voltage looked higher than stock.
The 3rd/4th gen Ryzens have eco mode which make things easier.

I always used static voltages and clocks when trying to dial in undervolts on my old 1800x. As for accurate vcore reporting, I trusted CPUz more than anything else.
