I bought two of them from this vendor previously (not quite this cheap), they took a few days to ship, but I did get them, they were new, I've had no problems (thus far, at least).
This vendor may not be nationally-known, but it's well-known online, for offering budget Ryzen CPUs, brand-new, on ebay. They've been doing this for a while (since Ryzen's release, pretty-much). They're not always on sale for cheaper than Newegg, this vendor "churns" their prices. This CPU, which is selling for $109.99 + $0.99 ship on Newegg (steady price), was $122.xx from refurbforless a few days ago.
So, if you want one of these, jump on it while they're hot.
