I have a C7Z87-OCE. I understand that the RX 580 requires UEFI. My board claims to be a UEFI board but cannot figure out how to boot in UEFI mode. Link to the manual https://www.supermicro.com/support/resources/results.cfm. The 580 fans spin but no display output. I have read this behavior is constant with the card not booting in UEFI mode. Motherboard works fine with a older card.

The motherboard is UEFI only with a compatibility mode like most other modern consumer boards. However, many boards like this by default set their PCIe slots to legacy mode (it's like this on all my Supermicro motherboards).

Go into your UEFI and go to the Advanced section, then go to PCIe/PCI/PnP Configuration, then identify the slot your card is installed in (or change all of them if you have modern UEFI compatible cards in use), and change it from Legacy to EFI. Save those settings and see if that gets you functionality.
