What would be my best option for a new (or used) GPU for my new AsRock X570 Phantom Gaming 4 mobo?
I bought an RX 580 at eBay but had trouble making it work.

What kind of trouble? Rather than spend money on another card, why not try to figure out what's going on with the RX 580? What PSU are you using?
