rust spot on car

My car got chipped paint, and now that area has some rust. Do I simply sand it down and apply primer, or do I need to need to use rust remover also?
 
what would 'rust remover' be? that's what i'd call sand paper.

if this is just a normal rock chip, i'd sand to remove the oxidation (google 'sanding pen') and apply a dab of touchup paint.
 
Sanding it down to bare metal would remove all the rust. Clean the area and then use a couple coats of primer, then a coat or two of paint and then a coat of clear. Mask the area off well and wet sand any transition areas between coats so that it blends in with your existing paint. This is obviously a very basic description of the process but if you take your time there is no reason why you shouldn't be able to make it look barely noticeable.

Are sanding pens manual, or are they like a Drenel with a small head?

Am I better off just dotting touch up paint over the rust dot, or using a sanding pen and then touch up paint?

My last car had scores of pin prick rust spots from stone/salt chips on the hood. I was always covering them with touch up paint.

If you don't remove the rust completely, it will come back. Sand it down to bare metal and get rid of the rust.
 
Use a dremel with a wire wheel on it. The wires get into the pitted surface much better than sandpaper does, and you have better control over the area.
