I doubt it but selling the material to North Korea or China would probably be their goal.

The Russians cant even manage thier oil supply they have on earth. How the hell would the pull a moon mining operation off.

It doesn?t sound feasible to mine the moon and take it back to earth because the energy cost of transport is very likely much higher than the return.

Mining fuel on the moon to supply space mission might be a good idea because the energy consumption of transport from the moon into space is much less than moon to earth.
