Not really; it is not relevant to Biden's administration decision. Personally I think they should allow Ukraine to target any military target used against Ukraine including air bases regardless of where they are located but that is just me. Some South East Asian countries are in the non aligned movement and had ties to Russia/China during the cold war so the Malaysian PM's move to visit Russia is not way out of the ordinary although it is also in bad taste given the war in Ukraine. The (previous) Thailand PM has visited Putin since the outbreak of the 2022 war and invited Putin to visit Thailand and both Thailand/Malaysia have voted to support Ukraine in the UN GA vote.
