Because they are allowing things like MURDER, in this competition/game. I think that it is completely UNACCEPTABLE/CRAZY/MAD/OUTRAGEOUS etc.
Although it does seem to say they still have to obey the laws of Russia.

tl;dr
I am concerned that the creation of this show, is showing signs of unacceptable shifts, in public and world wide decency and humanity.

A Russian TV network has launched a real-life version of The Hunger Games.

Contestants will have to survive on their own for nine months in Siberia.

Producers say that anything goes, including rape and murder, although they warn people taking part that they're still subject to the rule of law and can be arrested at any time.

"You must understand that the police will come and take you away. We are on the territory of Russia, and obey the laws of the Russian Federation."

The 20 male and female participants taking part in Game2: Winter can carry knives but aren't allowed guns.

The contestants will have to survive from 1 July 2017 until 1 April 2018 in temperatures which can fall to -40C (-40F).

Considering the high production values ISIS brings, I'm expecting this to be a bore.

Unfortunately, I have to admit you have got a point. I try and ignore any videos they make. They are just may too disgusting, and probably not worthwhile watching, anyway. From what little I've seen from such ridiculous clips. Is seeing these obvious religious crazies, acting in this most weird/mad ways. Usually accompanied by crazy speeches as well, spouting what is apparently nonsense.

But the stuff that those terrorists do, could be partly shifting and adjusting the "norms" of society. Bit by bit.
