I don't think it's true. I think it's a pathetic attempt for Rush to bolster his ego, and gain credibility with his listeners (though I use that last clause loosely; they already lap up the bile that he spews forth and ask for more).

What? He is personally worth about 20 mill per year from EIB alone. He doesn't need the money from them or anyone else. As long as there's politics, Rush will enjoy a rather awesome audience. He speaks well and is able to articulate his ideas in ways that make sense to millions.
