Rural Internet Service

My boss likes to work from home because it's about a 2hr commute to the office in DC from his home. Unfortunately his satellite internet service is just too slow and unreliable. There's no Comcast Cable or DSL in the area but he's only about 2-3 miles out of town and there's a mall and lots of businesses there so i'm sure they have high speed internet.

Can anyone recommend a good and reasonable fast internet service that would work in his rural location (zip: 21131). Worst case scenario he'd consider getting a T1 line...
 
If he is in the boondocks, so to speak, a T1 would be the only choice at present.
But it's install will not be easy or cheap as the LEC (Verizon most likely) would
need to run it on copper wires with span repeaters. Unless they have fiber optics
run to that area yet. Better would be to wait until Verizon FIOS is brought into that area.
If / when do that you will be able to get a very high speed internet for a reasonable cost.
