I know the Chromebooks are meant more for use as a net interface but is there an emulator or something that can be used to run Windows software? Is the method 100% reliable?

You might be able to do something with an x86 model, but not with ARM AFAIK.

Not more for just web stuff, that's their whole purpose. The entire idea revolves around the fact that you don't really need Windows software any longer and most regular users can get by just fine with a web browser and HTML5 apps.

No matter what you try it won't be 100% reliable because not even Windows itself isn't 100% reliable at running Windows apps.
