Running two seperate windows installs off of each core at the same time?

I really mean is if you have a dual core cpu, 2 HDD, 2 Vid cards, 2 Mice, 2 keyboards on all one one motherboard.

Would you be able to hook up two monitors and run two seperate operating systems at the same time?
 
There are 4 USB connections on a motherboard generally right? It seems possible in theory. It might require heavy modification to a board...
 
You can run more than one OS with virtualization software. You can try VMware or Parallels for example and have multiple installs at once.
Keep in mind that your memory will be taxed (you can never have too much RAM) and you will be using the same keyboard/mouse/monitor across all OSes. It might prove worthwhile for the application(s) you wish to use, but that is not necessarily the case.

You need something to tell the programs, "You will use core A, You will use core B."
Thus you need Windows or Linux installed, because the BIOS isn't strong enough.
The BIOS's job is just to recognize things and make them usable.
If there were an Operating System management software installed, then you could run multiple OS's at the same time and designate core usage.
If a "true" Operating System management software exsists I don't know. The most common way running multiple versions of an OS or multiple OS's, is one at a time.
