Running Counterstrike in XP using limited account?

My friend has a pc gameroom business. He is running XP and he sets up limited account for the customers(limited since most of the customers download viruses and mess around with the settings too much). Diablo, Starcraft, Quake3, Unreal all run fine in limited. But when you try to run Halflife or Counterstrike, nothing happens. Cstrike.exe doesn't come up in task manager. It runs perfect under admin access. Anyone know how to run Counterstrike under a limited account in XP? Thanks.
