I am running a BIOSTAR KM266 Pro Chipset Motherboard With Onboard AMD Sempron 2200+ and a ATI 9600. Both list having a 8x agp capability, but the max is listed as 4x in the video controls? Can that be changed somewhere and will it make a big difference?

No difference; modern video cards can't even max out AGP 4x, not to speak of a 9600. Don't worry about it - I would reccomend a new motherboard though. :)

My first PC build has a AMD 761 chipset (ABIT Kg7-Raid) and I had to drop the AGP setting from 4x to 2x in order to run BF1942 without crashing. So far...I haven't noticed a performance drop in any games (to include Doom 3...although I have to run this game at medium settings with a nVidia FX5900 and XP 1800+).

The KM266 chipset is AGPx4 max, nothing to worry about as AGPx8 wouldn't do much of anything extra anyway.
