Rundll. Error loading hotplug.dll

Hello,
I get this error.

hotplug.dll could not be found

this happens when I am adding .NET Framework 1.1 thru Microsoft update for win 2000 with sp 4. What does this mean, and where is this pesk file to be obtained from?
