run win apps w/ parameters?

Is there a way to right click a .exe file and specify something like "run with parameters" so that you can run it as if you ran it via command line with parameters? It's such a pain to open cmd and navigate to the folder so i can run an app with command line parameters. I looked for a tweak on google, but couldnt find it.

that takes almost as much time as it does to manually do it through the command prompt, though. Isn't there a tweak i can use to add an option for that in the right-click menu?
