"Run Dll as App"

Can someone help me here. Original thread is here. Everytime I try to change my desktop under display properties this Run Dll as App error comes up and I cannot get into display properties again until I restart my computer. I tried doing system restore and that didnt work, Then I did a clean install of windows and this error is still there. The only thing I have installed is IE7 WMP11 Limewire, Adobe. Can someone help me here?
