Question Run command doesn't work on HP computer

I am trying to help a friend use his HP desktop computer running Windows 10 Pro and found that the Run command doesn't run whether Win + R or clicking on Run from the Start menu. When these operations are attempted, Windows Explorer starts instead. How can this be fixed?

The computer was purchased used from a store and Windows was not reinstalled after the purchase. I do not know if the Run command is disabled on HP computers or if there is a problem with the Registry or something else.
 
I presume you've scanned the machine for malware and found nothing?

If so and since it was purchased used, it might have been a demo model. It it was, the store may have done something to disable the RUN command in order to keep people from executing software on it.

Have him run the refresh per @pcgeek11 's suggestion above and that will likely take care of the issue.
