Run As Win question

When I start a program in Win XP. A window pops up saying
Run As: Which user account do u want to use to run this program?
Also has a box for protect my comp and data from unauthorized program activity.

Why does this window always pop up? How can I turn it off?

runas is a command to run something as a different user. so if i were an administrator, and wanted to test permissions on something, i could use runas to simulate a user's permissions. are you logged in as an administrator when this is happening?
