there's no real way to replace Cheney without pissing off the rest of the Republican party, because whoever replaced him would be the presumptive front-runner for '08 (as opposed to with Cheney, where he's already said he's never running for office again after his VP term expires)
 
I think this is Bush's way of insuring that his convictions can prevail. He knew that in the current political lineup that Rumsfeld's credibility was spent. Rumsfeld has offered to resign several times already. Bush knows the U.S. can't just pull out without all of this messing coming back on home turf. So now was the time for a new pointman. Why it didn't happen before the election I don't know.

That was my thinking exactly--and I'm VERY confident that Rumsfeld offered his resignation 2 weeks ago but was told to wait until after the elections. Its not that Bush was only interested in saving his administration's image at the expense of GOP Congress. Its just that this time around Bush/Rove were so BLINDSIDED by the Dems big win--and now they stand to lose the Senate as well! They honestly didn't think this could happen, and THAT'S what scares me!

Failure to predict Dem victory = just another intelligence failure in the White House
