It seems to be an accurate statement. Germany along with Libya and Cuba have not offered their assistance in dealing with Iraq.

He said he believed Libya, Cuba and Germany were countries that had indicated that they "won't help in any respect." Last month Rumsfeld upset leading Europeans by describing France and Germany, who both oppose war, as "old Europe."
