It seems to be an accurate statement. Germany along with Libya and Cuba have not offered their assistance in dealing with Iraq.

He just included them in the same list of countries that want nothing to do with war.

US Defence Secretary Donald Rumsfeld has lumped Germany together with Libya and Cuba as countries who have ruled out any role in a possible war on Iraq or in post-war reconstruction. Rumsfeld was testifying to Congress on the positions of various countries regarding a possible war. He said he believed Libya, Cuba and Germany were countries that had indicated that they "won't help in any respect." Last month Rumsfeld upset leading Europeans by describing France and Germany, who both oppose war, as "old Europe."

He lumped Germany w/Cuba and Libya as countries who won't help with the war effort. Perhaps true, but not the most tactful thing to say, especially when his sec. of state is doing his best to convince germany to aid the US.

All three of those countries have stated they are against war under any circumstances. What's the big deal? He was stating a fact.
