Rumble feature on Interact Hammerhead FX controller doesn't work

I purchased the above controller and I can't get the rumble feature to work. I am using as usb and am operating in Windows ME. The controller has a light on it that lights up when rumble is activated and a button to activate it. The light stays on and I can't turn it off. I emailed Interact and they told me to update my sound drivers and update to DirectX 8.0. But I don't think either one of those will work. First of all I don't have the controller hooked into the sound card so therefore updating my sound drivers wouldn't do any good seeing as power isn't getting from the sound card. And the controller is supposed to work with DirectX 7.0A which is what I have so why should I have to go to 8.0. Does anybody have any answers for me?
