Inspired by mom . . . Rule #1:

1) If you're going to give somebody a gift certificate to a nice restaurant you got in the mail, make sure that it's not expired before you present it. :D

2) when you only have 1 rule about re-gifting, the singular form of the word rule should be used.

Me too. Never have, never will. Now the wife on the other hand, what she does with stuff I don't want is none of my business. :)

Since you added one to the list, I'm guessing you got the gist of the post, but then you go and blow it . . .

When regifting, ensure that there are no gift cards, tags, or other indications in the box that would tip the recipient off that it was a regift.

Same. If I get useless crap that I think someone else may want I don't re-gift I just give it to them and say "Here, I got this as a gift, but I can't use it; maybe you can".

That reminds me.

My wife at her job received some home made cookies in a tin and was really surprised that the person that gave them, did so, since they're not close or anything and that person didn't give them out to everyone also.

When she opened them up she saw inside that there was a tag for the name of another person that recently no longer worked there.

So apparently the person that gave them out must have forgotten this somehow and then decided at the last moment to just give it to my wife instead.
