Somehow i deleted my "My Pictures" folder from my user folder, and now it's GONE like super permanently gone cannot be restored in any way. Aaaand of course things like Snipping Tool no longer work because they don't have a "where do you want this saved" dialog.
Also creating a new folder called My Pictures in the same spot mysteriously does not restore any of the functionality. Apparently the original My Pictures was magical is some special way.

Running the RUN prompt and using the command shell:My Pictures does nothing aside from getting an error message telling me it's not available.

so basically i fixed this while typing this post. Trying to explain it on the post made me realize what i was doing wrong.

Turns out the problem was that the folder that Windows likes to call My Pictures, is NOT called MY pictures, but just "Pictures". I guess it appends the "My" to anything within your User folder.
