Rubber Band Gun

With the pussification of today's youth, no. But you'll find the guns that shoot the little cardboard circles, so they don't hurt you.

Make one! Clothespin and a piece of wood.

When I was a kid, I was soooo grounded for shooting my brother with one of those paper "tweeters" or whatever you call them. I left a welt on his stomach that was about 6 - 8 inches across. (To this day, I'm unrivaled... somehow the way I fold them and shoot them is superior to all others... I easily fire them through newspapers.)

Yep, cut a piece of wood to look like a pistol, glue or secure a clothespin to the stock part and notch the front so it holds the other end of the rubber band. Put the rubber band in the notch, pull it back to clamp it with the clothespin and when you press the clothespin with the palm, it fires the rubberband. If you already knew that, I apologise.
