it seems rtx 3000 seires is pcie 4.0? will it be better with i9 10900k?
The rtx 3000 series is unobtanium. A RTX 3060 is about 53% faster then a 1660-Ti.

The rtx 3000 series is pci 4, but for gaming there is no perceivable difference between pci 3 and 4.

The 10900k is a great CPU, and is capable of driving all of these cards just fine.

-----------------

The situation here is it has become extremely profitable to mine Ethereum with any GPU with >4 GB of memory. All graphics cards with >4 GB of memory, which is pretty much anything remotely good, have become very rare and difficult to get. We have 8 GB rx 580s from years ago selling for more then they were new on ebay. This is a profoundly bad time to attempt to buy a GPU.

Assuming you could get a 3060, it would be a far more substantial upgrade and probably worth considering. I wouldn't bother moving a 2060.

PCI bandwidth isn't going to affect anything outside of a top-end card. GN did some testing with a 3080 and found a small uplift from using PCI 4 over PCI 3, but it's low single digit percentages for average FPS. The only place where it becomes at all meaningful is 0.1% lows in some of the games they tested. Even most games are bottlenecked somewhere other than PCI bandwidth so even the top end cards won't benefit in those situations.

No. The xx60 line of cards is generally targeted at 1080p144hz or 1440p60hz for the newest games, with High settings.

4K Ultra settings at 144Hz is still hit and miss with any of the newest cards, but you're really looking at a 3080 on up to even have a snowball's chance in hell at that.

This thread does not even make any sense. You apparently understand hardware enough to list your specs in detail and surely you are capable of looking at reviews so why ask others such a ridiculous question?

Good grief what is wrong with you? Of course a freaking 3060 ti cant do that in modern demanding games. FFS a 3080 or 3090 cant even do that in the really demanding games. 8 years on a tech forum and you have no clue how to look at reviews?

For demanding games, yes

But for popular games, like fortnite for example, the 3060 TI can get around 130 FPS at 4k. I imagine other games like over watch are similar.

However, lacking context of what game he wants to play, the question does not make much sense as you indicate. We have no idea what he plays. It is also something easy to find on google.
