Why not just put a LCD on the inside of the stall door? Then it could show pr0n (for a small fee, of course)

I seriously don't think it's a hoax. It says it's simply not available at this time...people make up all kinds of crap these days. I wouldn't doubt if this one ends up being one of those $250 novelty items...
