RPC server unavailable error installing printer

my first and obvious solution was go to services under admin tools and make sure both remote procedure calls were started and they were started and set ot automatic and still i get this error. ive googled this with no luck...anyone know?

printer is epson printer if that matters
 
This appears to be a common problem.

UseNet search for (printer RPC unavailable Epson).

Solutions given there include:
a) Updating Windows to SP2.
b) Restarting Print Spooler.
c) Conflicts with Anti-Virus software.

The most common cause seems to be the Print Spooler not running.
To turn it on
1. Go to Administrative Tools (In Control Panel or Start >
Programs).
2. Select Component Services.
3. Select Services (local)
4. Find Print Spooler and double click on it.
5. Make Sure Startup Type is set to Automatic
6. Click on Start
7. Close all windows.
