Roxio v6.1.1.17- Why does it force me to 'Finalize Disc' when burning

I'm creating a bootable cd.

I want to add more stuff to the disc later on, but it won't let me pick the option 'Finalize Session- Don't finalize disc' when i burn.

why wont it let me pick it?
