Router trouble

I have a linksys router and i tried to foward port 80 so i could set up my http server but i cant seem to get it to work. I went to fowarding and set the ip to 192.168.1.3 and it doesnt work... dunno whats wrong, any ideas.

Have the Windows firewall still enabled or possibly a 3rd party software firewall, such as mcafee, Norton, or Trend Micro?

I turned my firewall off and still nothing...
