Router or bridge that will auto-connect to ANY open wireless network?

I am going to be traveling all around the USA, and I am trying to find a router or wireless bridge that will automatically connect to the strongest unsecured/open hotspot. I will have a separate network from a separate router that my devices will connect to, so that I don't have to configure each one every time there is a new wireless network to connect to. I also need to be able to tell it to connect to specific networks with passwords if there is one.

Does anyone know of a router or bridge that will do this? I'd really prefer to not have to tell it every single day to connect to a new wireless network! Ideally one that can take an external antenna would be preferred.

I was unable to find one that could definitely do this, so I might just use a raspberry pi and a usb dongle adapter for now. I'll set it up to do routing and have it auto-connect via a cron job or similar.
