It's hard to justify the power consumption for that. Routers are at most a few watts, but even ultra portable laptops are around 20W. Desktops aren't even worth considering for this type of usage for most people.
It's not that much power consumption, my smoothwall box draws 30-40 watts. A typical router will draw 5 watts. At $.1/KWh it costs about $30 to run my smoothwall box per year vs. about $4-5 per year for a typical router. A smoothwall box is very stripped out, it's basically a processor, motherboard, memory and drive.
Plus you can recycle an old computer, so there isn't much to any hardware cost.
I'd gladly pay $25 more a year for a device that has given me 100% up-time for over a year now when no other router has, will probably last longer, and can handle way more computers.

You did not install your DSL filters properly (or at all), that is what's causing that issue. You need a filter between your phone cord and every single telephone/fax in your house.
The second cause could be wireless phones if you have them. If you have 2.4ghz phones, I'd suggest changing phones to 5ghz or any other frequency that your wireless does not use.
