Seeing how the economy is generally bad (in terms of the stock market, interest rates, etc.) would now be a good time to start a Roth IRA? I have a 403(b) right now with my employer.

Invest regularly and with discipline, and you will only have to worry about the health of the economy when it's time to retire. If you only invest when the market is good, you're limiting your growth potential.

Side question, what school uses the term CA? I thought my school was the only one.
Do you have PAs, too?

Resident Advisers (RA's) are the rank and file of the Housing community, and the positions most open to undergrads (~100 RAs on staff). There are only 4 CA positions that are really open to undergrads, and the positions were only filled from the RA pool.

CAs are used in family housing, and are recruited according to different criteria than undergrads.
