Rotate tool in Windows 8/8.1

I am on 8.1 and just discovered I can no longer right click and rotate photos.

Are there add-ons that can do this? Especially in the EXIF permanently.
 
Really? I right clicked one of my .png files and there is a rotate left and right in that menu.

You have to right click on the icon or the actual text (any of the file's text, ex in details view - name, date, file size). Right clicking in a blank space despite the bounding box will not show the right click menu for that file, but for the folder itself.
