What do you mean work? If the power supply is good, the Rosewill has enough guts to tackle two 8800GTXs which pull more power than your 9800GX2 which is 2 8800GTSs.

What do you mean why? It meets the minimum specifications for the 9800GX2. It has enough wattage, amps, and PCI-E connectors.
