Rosewill PSU, dead or just my motherboard?

I got a new PSU in yesterday but it doesn't power my motherboard on. The paperclip trick did work but the fan was very slow. When I wiggled the 20pin connector it started up a bit then died down, so I know my motherboard isn't totally dead. But could the problem be the motherboard or the PSU? I just want to be sure because I submitted an RMA request and am gonna return it today.

That's a rebadged Solytech. It's actually not that bad. The fan is supposed to spin slow, it's big, and the PSU has a thermal fan controller. How old is your motherboard?

Brand new, I tried the PSU on another motherboard and it started up just fine. The motherboard must be dead.
 
make sure all connections are solid on the motherboard (CPU and 24pin). Could be a peculiarity with the plugs on the board/PSU. Just to be sure u can test the motherboard with a known to be working PSU.
