Rosewill 9600xt Problems

I just got a Rosewill 9600xt 128mb from newegg, but I'm having problems with.

It runs everythign like crap.
3dmark01 = low score
HL2 1024x768 details low = 14 fps

I cant figure it out.
Ive reformatted once
Reinstalled Intel chipset drivers twice
and reinstalled ATI drivers three times.
I've checked the bios settings and cant figure out what could possibly be wrong.

Can anyone offer any help?

Im running a 2.8 Presscot with 512megs of Twinmos ram.

Well, there's your problem. You've got yerself a Prescott with one too many 's's and one too few 't's. :D

Uh, yeah, check the SmartGART tab to ensure you're running in at least AGP 2x mode. Actually, 3DM indicates you're running in 8x mode; try 4x mode. And make sure Fast Writes are on (or, if they're on, try turning them off).

Also, double check that you haven't got AA forced on.

Are the core/mem clockspeeds on that Rosewill correct (500/300DDR)?

Smartgart is set to 8x, 4x doesnt help no AA or AF forced. Ive tried fast writed both ways to no avail... I really hope i dont have to RMA this card :-/

What kinda temps are average for a 2.8 prescott with the stock cooler? Mines sitting at 60degC which I think is high, but Ive always heard Prescotts run high so I hadnt put much though in it.

and yes it runs at 500/300

60C idle? That sounds high even for Prescott, but I wouldn't know.

Hmmm, I'm guessing the fault lies with your drivers. Have you used Intel's tools to determine you've got the correct MB drivers installed? Have you reinstalled the latest DirectX? And have you then reinstalled the latest ATi driver set (not the new .Net CCC one, but the regular CP one)?

Or maybe your Prescott is throttling b/c of its high temp. Are you sure you used enough thermal goop, seated the heatsink correctly, and the fans are all working? Maybe try benchmarking with the side of your case off and with a window open (if it's colder outside than in).
