The Rosetta guys experienced a campus wide network problem and very slow internet, that's why it sometimes says "no work".

Really, keep your cache at 2 or more days and you're fine for situations like that.

Go to http://boinc.bakerlab.org/rosetta/ and then go to the Your Account area.

Or from within the Boinc Manager, select the Rosetta project and click Your Account

Then from in there you can edit various preferences and such. The cache one is called "Connect to network about every" and you choose how many days.
 
I set my cache to 2 days, so far it still only downloads 2 work units at a time..
I'll give it a few hours to figure out the settings have changed.
 
Settings won't change until your clients connect. When they connect the next time the preferences are downloaded.
