Sure thing. I've stayed at that hotel before. Rosarito has a very high percentage of americans on weekends that go for the bars and Papas and Beer. I wouldn't worry too much, just have your wits about you.
 
personally i wouldnt travel to that area with anything short of the u.s. armed forces. which is a shame because i used to spend my summer vacations in rosarito and loved that place dearly.
 
Drove through there many times and have never had a problem. Haven't been in the past 2 years...and I know things have been getting worse...but honestly I doubt it is that bad other than normal pre-cautions that you should always take when visting a country that is pretty much third world.
 
Steven Seagal would probably be more appropriate in this situation.

Governments are typically very quick to issues warnings, and I'd ignore their advice if other sources are available. Wikitravel and Lonely Planet's Thorntree forums can have more realistic information.
