If not, than unplug all devices that transmit a wireless signal, phones, routers, etc.....
One by one plug each in to see which device was setting of the scanner.

But if you still pickup a signal even with the breaker turned off, than it would be hard to pinpoint where exactly the signal is coming from... a nearby home or maybe there is something in his house transmitting but I wouldn't know how you would actually locate it without doing a full complete physical search of the house.

QFT. Even with a good spectrum analyzer, you still will not be able to pinpoint where the signal is coming from. You can even pick up on a long range (<20 miles) 900mhz, 2.4ghz, or 5.8ghz transmission that is coming from a tower. The only way to know what the signal is is to setup a computer with a wireless card running in promiscuous mode that can capture all of the packet and use a program to reassemble them (like AppDancer..etc..) You can even use Ethereal to see the basics of the data stream. All that being said, just go home and slap your roommate for being stupid.

I use a spectrum analyzer daily at work (agilent) and there's no way it's going to magically tell you what type of frequency spectrum your looking at or what it belongs to. With that piece of equipment you'd have to be trained to know what to look for on the presentation.

Is there any reason why your house would be under surveillance?

yes but its kinda tin foil hat far fetched.
Would a private party want to do it or would you be under watch from the government?

again in a tin foil hat far fetched way the possibility of both.

Producing drugs in your home? Your buddies don't sound smart enough to grow weed without setting off some alarms at the electric company, so I'll assume it's meth.

that would be a good reason to be under surveilance not a tin foil far fetched possiblity.

connecitcut doesnt have a good meth market anyways.
