It's possible to build pipelines without using eminent domain. The question posed was simply whether or not Paul would allow the pipeline to be constructed where the current administration has blocked it. The answer in context has nothing to do with property rights. I'm sure Paul would tell you that the builder needs to assess whether it is worth the money to buy/lease the land.

It absolutely requires eminent domain. See here. It should not be allowed. It goes over 20k acres of privately owned property. If it's that large, there is no way it won't interfere with property rights. They've already seized private property and defended themselves in court. They should have to give that property back with interest (decided by each owner, since Transcanada took it without the rightful owners' consent) and just have to forget about building it.

Howso? I essentially made the same argument you did - that the company should have to negotiate for the land with the landowners. It's a private venture, so eminent domain should not even be on the table. It's either worth building or it's not.

No, that's not what I said. I said, "It's possible to build pipelines without using eminent domain." It's funny that even when someone agrees with you you still pick a fight.
