Rolling bars on my tv-out

I get these grayish rolling bars on my tv when I use the TV-out on my video card. I'm using the S-Video output, going to the input on my VCR, and that is going to the TV via S-Video.

I have a laptop with TV-out and I don't get the bars when I do it the same way (TV out -> VCR -> TV)

It's a high quality, expensive, VCR, so it's not that. I've tried different cables, so it's not that.

Any suggestions?

Hope it's not too late to reply to this, but I'm having the same problem. When I connect using tv-out to my TV, I get horizontal white lines that scroll from the bottom of the screen to the top.

I'm using an s-video cable straight from the tv-out port to the s-video port on the tv, but it also happens if I use an s-video-to-composite cable. I've seen it happen on more than one tv, and with more than one type of video card (As of now I'm using a GF6800GT though).

It seems to be random as to when it happens, because on some days the picture looks fine, but on other days the lines are very visible and will vary in thickness.
