Rockstar seems to delay the release of PC ports, some longer than others. I was wondering if anyone thinks Bully or Warriors will ever make it to the PC. I might be out there thinking either will but it seems like Manhunt came out on the PC waaaaay after the PS2 port. I'd love to play either but I own no console. Warriors is old so that's probably a hell no. but didn't Bully just get ported to Xbox not too long ago? it looks like a pretty fun game.

 
With the GTA series I believe it is just due to licensing, Playstation always gets an exclusive for about a year it seems then the games show up on other systems. IIRC, Vice City & San Andreas came out on the PC & Xbox at the same time.
