Pennsylvania legalizes autonomous delivery robots, classifies them as pedestrians

Last month, Pennsylvania legalized autonomous delivery robots, which can weigh up to 550 pounds without cargo and typically roam sidewalks to delivery goods in urban and suburban environments.

The law’s passage went largely unnoticed, and it became law without Gov. Tom Wolf’s signature. It passed mainly along partisan lines, with Republicans supporting the law and Democrats opposing, calling it a job killer. Bills regulating autonomous delivery robots have largely been pushed by delivery companies like Amazon and FedEx, according to WIRED magazine. Opposition has largely come from pedestrian and accessibility advocates, as well as labor unions like the Teamsters.

Pennsylvania joins several other states in regulating autonomous delivery robots, aka Personal Delivery Devices (PDD). Most laws, including Pennsylvania’s, now legally classify them as pedestrians, as long as PDDs yield the right-of-way to actual human pedestrians and cyclists.


But Pennsylvania’s new law is arguably one of the least restrictive of any state outside of Florida, which is one of the least pedestrian friendly states in America. Pennsylvania Senate Bill 1199 allows PDD to weigh up to 550 pounds. Washington state has a weight limit of 120 pounds for comparison. SB 1199 speed limit, on the sidewalk, is 12 mph. Only Florida speed limit is faster, where municipalities can only institute a 15 mph speed limit.

I wonder how delivery robots will fare in “stand your ground” States?
will people be able to legally shoot them when the robot is coming right at them and doesn’t stop with repeated requests. I’m sure the robots will have some kind of sensor not to bump into things, what I am saying will people get in its way and claim they had to shoot the robot to prevent it from running them down. As we have seen that strategy appears to work in the courts.
My guess is the big company behind the robot will somehow prevail.

I still say people will just fuck with delivery machines too much. They trap them in alleys, they’ll put boxes over them, they spray paint graffiti on them, they’ll drop crap in front of them, they’ll break into them to steal packages, they’ll put human or dog shit on the door. Imagine your pizza arriving in a shit smeared box.
Unless it’s an office environment where you get fired for fucking with the robot, people will fuck with the robot.
Human brain is far superior at trolling activities.

Its gonna have cameras everywhere, like the teslas, if you fuck with the robot your mugshot goes up... I think its doable.

I can only assume displacing people's jobs in urban environments was ok with R's because those city slickers deserve it for gay marriage and slaughterig babies

Have to say I don't like this development. Automation is a discussion in it's own right, but if they aren't human-sized and/or have more kinetic-energy than a typical human pedestrian then they should be in the road not on the 'sidewalk'.

No. Essentially Dune starts by explaining why humans are being trained to be super humans, because they once relied on robots and it nearly destroyed them.
A thought just occurred to me. This should be a number on seller with the Trumpistas, it's conspiracies, within conspiracies. Probably can't take their hands off it. Oh, yea, you have to read it. I'm sure there are audio versions. Movie does not make sense if you haven't read it.

They have a rule for them on the road also:

When they aren’t on sidewalks or pedestrian areas, PDDs can travel on roadways or shoulders at 25 mph. Boerer is concerned that these autonomous delivery robots will be traveling at these speeds in bike lanes, as 25 mph is faster than speeds typically traveled by cyclists.

Plus since they are considered pedestrians if you hit one you will always be at fault now so have fun hitting a 550 pound robot on the road and having to pay it's family after.
